TEC-MED Project - Development of a Transcultural Social-ethical-care Model for Dependent Population in Mediterranean Basin


The TEC-MED project was funded by the European Union under the ENI CBC Med Program with a total budget of €3.3 million (€2.9 million EU contribution) and involved six countries: Spain, Italy, Greece, Tunisia, Lebanon, and Egypt.

Mediterranean countries were facing common challenges, including a decline in social support systems and a growing need for innovative, sustainable socio-ethical care models. These issues significantly impacted vulnerable populations, particularly dependent elderly individuals with chronic illnesses and limited family support, leaving them at greater risk of marginalization.

TEC-MED addressed these challenges by developing an innovative and cost-effective socio-ethical care framework. This framework enhanced and adapted social care policies to better manage the ageing population. A new organizational model was designed to promote collaboration between public institutions and social care actors. To validate this model, six pilot actions were implemented in the participating countries, engaging social enterprises, citizens, and public administrations.

By reducing the marginalization of elderly individuals and improving the quality of social services, TEC-MED set a benchmark for social assistance in the Mediterranean region. The project also fostered cooperation among institutions by establishing "idea laboratories" to design innovative social services supported by software applications.
